Participation principle for Sustainable Forest Management with Multidisciplinary Approach: the PASFORMMA Project

Riassunto: One of the serious problems that invests a lot of regions of Europe, and in particular those involved in the project Robin Wood , is to stop the exodus of young people from rural to urban areas. The depopulation of rural areas is a phenomenon that can be controlled with the development of management plan prepared with participatory approach. The field of investigation and action will be limited to rural areas with a strong vocation forest, for convenience, we will call ZRF. Moreover, this project will contribute to the implementation of the ’€˜Principles and Criteria’ of Sustainable Management of Forest (SFM) as defined in the Pan-European Conferences in Brussel in March 1994. Thus, two of the fundamental principles on which to set the ZRF management plans certainly are the sustainability and participation. The concept of sustainability is generally understood as the ability of a community in the wealth management and then, in the best possible, transmit to future generations. The project major objectives are: 1) Develop a model for the Management of a ZRF on the basis of the ’€˜Criteria and Principles’ of the SFM; 2) Establishment and development of a model of participatory communication within a ZRF 3) Elaboration of a catalog of opportunities to develop ZRF in a trans-disciplinary perspective that highlights the cultural, environmental, social and economic sustainability. The guidelines for the development of a ZRF will be defined with a large international partnerhip that includes 4 forest region in Europe: Calabria (Italy), Liguria (Italy), Kainuu (Finland) and Hargita (Romania). Added value to this partnership will be provided from a local net of Institution such as Provinces, Research Institutes that established in Calabria Region. Major activity of the project are: -the development of pilot project in each region and the deriving ZRF management plan; -the development of a communication tool for the e-democracy in planning process, -creation of a Catalogue of best practices to share know-how, -Forum with the stakeholder and creation of a permanent Policy Advisory Board (PAB) in order to increase the communication between, SME, Policy Maker, and Researcher. Major expected results are: Enhancing the level of cooperation, increased staff expertise, exchange best practices and improvement of participation.
